ELLEN-MARIE WHELAN, PHD, CRNP, FAAN







































        Dr. Ellen-Marie Whelan is chief population health officer at the Center for Medicaid and CHIP Services in
        Washington, DC. In 2011, she joined the Centers for Medicare & Medicaid Services as a senior adviser and
        continues to coordinate the pediatric portfolio across its Innovation Center. The Innovation Center tests
        various payment and service delivery models that aim to achieve better care for patients, smarter spending and
        healthier communities.

        Previously, Dr. Whelan was associate director of health policy at the Center for American Progress, where her
        research and publications focused on the development and passage of the Affordable Care Act with a focus on
        system delivery and payment reform, primary care, and health workforce policy. Dr. Whelan also served as a
        health adviser to the U.S. Senate for five years, including a role as staff director for the Subcommittee on Aging
        to the U.S. Senate Committee on Health, Education, Labor and Pensions with former Senator Barbara
        Mikulski of Maryland. Dr Whelan also worked in a variety of primary care settings, started an adolescent
        primary care clinic in West Philadelphia, and was among the first nurse practitioners in Pennsylvania to obtain
        an independent Medicaid provider number. In 2011, the American Association of Colleges of Nursing honored
        Dr. Whelan with its Luminary Award for her contributions in public policy.

        Dr. Whelan earned a Doctor of Philosophy degree in Health Policy and a Master of Science degree in Nursing
        with a Nurse Practitioner specialization from the University of Pennsylvania.  Dr. Whelan also served a
        postdoctoral fellowship at the Johns Hopkins Bloomberg School of Public Health and was an assistant
        professor with a joint appointment at the JHU School of Nursing and Urban Health Institute from 2000-2003.
